if i play a shot into a hazard and we have to take a drop who plays the next shot? Is the drop counted as my partners shot and therefore i would have to play the dropped ball?

Your shot into the hazard would incur the additional penalty stroke. Your partner would play the next shot.

FYI 29-1. General

In a threesome or a foursome, during any stipulated round the Partners must play alternately from the teeing grounds and alternately during the play of each hole. Penalty strokes do not affect the order of play.
