Fishing near Antarctica isn't permitted without permission from international organisations as there are multiple treaties aimed at the preservation of nature in such sensitive ecosystems. Recreational Fishing or even scientific research that involves sampling marine organisms are highly monitored and require a legal background to be granted and are only permitted in some specific spots that don't have legal barriers for research as of yet.
