Of course, you can always buy your own regulators and air tanks if you are so inclined and if you can afford them. There is no law saying you can not.

Enrolling in scuba diving lessons is a requirement before you can actually dive. Most diving tours and operators will not allow uncertified people to go on their diving tours unless they have the right qualifications.

Usually, at the end of the scuba diving course, graduates or finishers will have an open ocean dive. Not all scuba diving lessons operators do it this way so you might like to ask before you enroll.
