Question
With 2 runners on base (1st and 2nd). The batter has full count. The runner on second is instructed to steal 3rd. Next pitch is a ball, catcher does not hear the call of the pitch and attempts play on 3. The runner has not reached his base but the 3rd basman does not make the catch and the ball jups out of play. If a tagis done, is the batter out?. If the 3rd baseman misses the ball, is the runner entitled to extra base?

The ball is not dead.  Just because the catcher doesn't hear the call, that doesn't excuse him from any obligation when he throws the ball.  If the ball is caught, the runner may not be put out, no matter what.  If the ball is missed, the runners may advance at their own risk.  If the ball goes out of play, all runners are able to advance a base without risk.  So there would be runners on 2nd and 3rd and the home team would score a run.
