Base on Balls & Stealing Second Base in Little League (9-10)

In Minors Little League (Ages 9-10) if a batter gets a base on balls and there is no one on 2nd, is the batter allowed to steel 2nd?

The runner is allowed to continue to advance on a walk. Rule 7.13 states that runners may not advance once the pitcher has possession of the ball and are on the rubber, and the catcher must be in the catchers box, ready to receive the pitch. Until this happens, runners may advance at their own risk. Please keep in mind that even if the pitcher is on the rubber and the catcher is ready to receive the pitch, if the runner has not stopped forward momentium towards the next base they may continue to advance at their own risk.
