Umpire Ruling: Athletic Tape & Bandages on Pitching Hand

Can a pitcher have athletic tape, bandages, or any other dressing on a pitching hand? Even if they have a cut?

By book rule, the pitcher shall have nothing on his hands. However, if the pitcher has a cut, and the bandages are there to protect the injury, I wouldn't make a deal out of it. However, if the pitcher has this material on his hands for no reason but to have it there, I (as an umpire) would have him remove it.
