Understanding RISP Scoring & Time at Bat Rules

Question
Runner at first base. Batter takes two strikes. Runner steals second. Batter takes third strike. Is batter charged with time at-bat with runner in scoring position?

Answer
Yes, has nothing to do w/ runners.....The only time no time at bat is counted is a base on balls or hit by pitch. If teh batter is retired, it counts otherwise....Always.
