Question
Can a coach for a little league team. Meet with a few boys from that team (not the entire team), to work on their fundamentals without it interfering with the number of official team practices that the team can have per week?
Basically I have a coach that wants to give those boys that need some extra personal attention the time away from their team to improve their skills.

You will need to talk to your local Board of Directors for the restriction of team functions.  They will differ from league to league.  This information can usually be found in a league's constitution and by-laws.
