runner on first and batter hits a sharp grounder to the first baseman who tags the runner at first who's still standing on first and then touches first base.  if the runner at first who's still standing on first base is tagged, is he out?  or is he safe because he's standing on a base?

The runner is forced to vacate the bag, and is not protected by staying on the base.  The bag is not a safe haven.
