Can a receiver legally catch a pass when his knee is touching the ground?

Answer
Hi Jim,
The short answer is yes, a receiver can catch the football when he is on his knees as long as he is not out of bounds. However, in the NFL once he is touched by one of his opponents (if his knee is still down) the football is dead and he is unable to get up and run with it. If he is not touched by an opponent he can get up and run with the football.

In college, if he catches the football on his knees the play is dead whether or not he is touched by an opponent.
