Place holder after a blocked kick


Question
The rule states that the place holder is not down in NCAA while his knee is down and holding the ball. My question is if the kicker's kick is blocked and the ball lands in the place holders hands while his knee is down, should he be ruled down? Or is the play still live and can he get up and run?

Answer
The ball would be dead in the grounded player's possession.  No he can not get up an run at that time.  That defeats the intent of the rule exception permitting the holder to be grounded with the ball in his possession and for the ball to remain alive. Although there is no approved ruling to this there have been test questions similar to this supporting the ball becomes dead in the holder's possession in situations similar to this.
