No difference between the two? Hmmmm! You likened them to a tailback and a fullback being running backs. Wouldn't you agree that fullbacks do much more blocking, are usually heavier, and get the tough yards on 3rd and 1 are closer to the line of scrimmage, whereas tailbacks tend to be used for running the ball (versus blocking), tend to be weigh less, have more speed and carry the ball much more?   Is there NO difference in responsibility or speed or where they line up? between a FLANKER and a SPLIT END

your question is, what is the difference between a Split End and a Flanker?

There is no difference between a split end and a flanker.
The split end and the flanker are both wide receivers just like the tailback and fullback are both running backs.

The reason that the terms split end and flanker is used is to tell them apart.

Second question, why would an offense be penalized for not having their receiver line up on the line of scrimmage?

The rules call for 7 men on the line of scrimmage.

WHY DOES IT MATTER?

The two widest men on either side of the ball are eligible receivers. A wide receiver can make a tackle eligible (trick play) just by stepping one foot off the line of scrimmage. Hence, making the tackle the widest man on the line of scrimmage.

It depends on the type of offense the team runs. If the team likes to pass, there might be two guys with speed that carry the ball or two guys with power.

Some teams run a one back offense, so what do you call the one back? Is he a tailback when he has speed? Is he a fullback if he has power?

Even if they both lines up in the same position and same formation each time?.

What do you call guys like Jerome Bettis, Jim Brown, Earl Campbell, and John Henry Johnson who had power and speed?

Jerome Bettis has gain 13,588 Yards, he is fifth on the National Football League's all-time rushing list. Is he a tailback or a fullback?

Jim Brown - 106 TDs - (he is listed as a fullback)

How do guys that only block for the tailback become all time leaders in rushing?

Like I said, it depends on the team you are playing on. The days of the fullback (only) blocking and the tailback (only) running are over.

Every player on the team has a different responsibility on every play, Every player has different speed. Every player lines up in a different position.

The difference between the split end and the flanker is, that the flanker is one yard off the line of scrimmags and the split end is on the line.
