Over throw question

Question
The situation...R1 on 1st base and no outs. On the pitch, R1 attempts to steal 2nd base. The Batter hits a pop up to the short-stop who catches the ball for the first out. R1 turns around to return to 1st base while the short-stop throws to 1st base to get the out. But the throw from the short-stop goes over the first baseman's head and into the dugout.
Our League resolution.....R1 is awarded 3rd base and never is required to tag up on 1st base.
Question....Does R1 have to tag up once the ball goes out of play? R1 never made it back to 1st base.
And what base is R1 allowed to occupy after the overthrow? R1 was between 1st and 2nd base returning to 1st to tag up at the time the ball left the short stop's hand.
Thank you, Dave

Answer
Hi Dave,

In "official" ASA play, sure, R1 must tag to 1st and then take the award.  If they do not upon appeal they can be called out.

In ASA and most other orgs. direction of the runner (or defensive position) has no bearing on the award which is 2 bases from the runners position at the time of the throw, in this case the award is 3rd.
