softball base runners

I was watching a 16" softball game yesterday.  Tie score, bases loaded, one out.
Batter hits a long fly to center which is caught (2 outs) & the runner from third tags and scores the game winning run.  The defense throws the ball to first base to appeal that the runner on first did not properly tag up.  Ump rules he did not calls the play a double play and the game goes into extra innings.
I thought that if the runner from third scored before the appeal is made at first base the run counts (AKA timing play).
what is the correct ruling on this play?

Hi Dan,

this is umpiring 101 and you are absolutely correct....if the run scores before the "live ball appeal" at 1st, the run counts.  This is a "timing play" and NOT a force out.

I would hope you brought out the "P" word on this call.

ps even though the call was wrong there is absolutely no reason for R3 to move an inch from 1st base on this play.  Why would advancing to 2nd on this do anything at all?
