Question
R3 is at third and R4 is at first with two outs. B5 hits the ball which is fielded by F4. Instead of making the throw to first or second base for the force out, F4 tries to tag R4 instead. During the subsequent rundown, R3 reaches home plate and scores before the out on R4 is made. Does the run count, even though there was a force in effect?

This is not a timing play.  Because R4 is being forced to advanced this is force out regardless of whether R4 is tagged or 2nd base is touched by a fielder in possesion of the ball.  This is actually a force out.  No runs can score when the 3rd out is recorded with a force out.
