Baseball Error Rules: Who Gets Charged?

If the short stop fields a ground ball and short hops the throw to first and the first baseman isn't able to dig it, who is the error charged to?

Answer
This is most definitely a throwing error.  You would only score an error on F3 is they missed a ball that should be caught with ordinary effort.  Of course the better your F3 is the less throwing errors your infield will have.  F3 needs to be good enough to clean up after the rest of the infield.
