Infield Fly Rule: Understanding League Variations and Player Responsibilities

Ok in our leage the Infield Fly Rule is not allowed. So if i have a runner on first and 2nd and as soon as the ball is hit they run to there next base and the ball is a fly and is caught in air do they have to run back to there original bases and tag up before the defenses player get the ball to original base and get them out.

The IF rule is meant to protect the offense from cheap outs, I can't understand why a local league would choose to disregard a basic rule of both softball and baseball.
I would assume if the ball is caught, runners must legally tag, unless they changed that basic rule.
