Dead ball call

Question
At a recent game my daughter was up to bat when the ball was pitched to her it hit her on her elbow. Heres the call the ump gave, Dead ball strike, then he said that the batter prevented the ball from going into the strike zone. My question is how was that a strike when it didn't hit the bat instead the batter was hit? Shouldn't that been a hit by pitch call?
Just curious on this call can't find anything about it

The umpire, can call a hit by pitch a strike if it prevents the ball from getting to the strike zone, or the part of the batter that was hit was in the strike zone.

If a batter crowds the plate this call happens.

First base is only awarded if the batter is not in the strike zone and attempts to get out of the way (99%) of the cases.

If the batter is hit with the ball in the strike zone, it is a strike.

If the batter gets hit while swinging at the pitch, strike.

If the batter gets hit by the ball that would be called a ball with no attempt to get out of the way, ball.

In all cases the ball is dead.
