Courtesy Runners vs. Pinch Runners

Question
I have a question regarding Courtesy Runners vs. Pinch Runners.  I currently serve on the Board of Directors and encountered a unique situation this past weekend in our end of season tourney finals.

Our Slow Pitch League rule currently states:
"Each team will be allowed 3 courtesy runners per game, to use at their discretion."

Here is the scenario:

Top of the 7th inning (2 outs) and the team at bat has used all 3 of their courtesy runners, as per our league rules.  However, the last courtesy runner used was stranded on base when his at bat came around.

This team attempted to use a pinch runner in this situation for this person, so they could take their at bat.

It is my opinion that the 3 courtesy runner rule within our league rules supercedes ASA rules and limits the total number of runners allowed per game, regardless of terminology (courtesy vs. pinch).

The Ump was going to allow it, but the other team protested...citing our league rules.  Myself and another Board member were present at the time and were asked for a clarification.  We felt that the league rule superceded the ASA rule on pinch runners.

As a result, the ruling was to allow a pinch hitter for the guy that was still on base.

What is your opinion on this situation based on the league rule regarding courtesy runners?

Answer
Hi Brad,

My opinion is you can do what you want to in your local leagues.  A pitch hitter for the runner on base violates an ASA rule such as a player and his sub cannot be in the game at the same time.  BUT it's ok with me as local leagues can modify ASA rules for their own play.

In ASA tournament play... a courtesy runner whose turn at bat comes while on base will be called out, removed from the base and come to bat.  A second courtesy runner cannot be substituted at this time.

I agree if you allow 3 and they are out, a sub for the runner would be 4, it's just what you want to do with that I would differ with.
