Third out on an appeal play - does the run scored count?

Question
There was one out with runners on second and third.  The batter hit a fly ball to center field which was caught for out number two.  Both runners tagged up and advanced with the runner on third scoring and the runner on second moving to third.  After time was called, the defensive team appealed to second base that the runner left base too soon.  The appeal was granted for the third out.  The ruling was that since this was the third out that the run did not count.  Was this the proper ruling?  Doesn't there have to be a force-out situation in order for the run not to count?  Thanks for your help.

Hi Jeff,

That is absolutely incorrect.  The run would count because the appeal at 2nd is considered a "timing play" and the R1 had already scored.  It has absolutely nothing to do with being the 3rd out of the inning except that the 1/2 inning is now over.

If the appeal came before R1 crossed the plate the run would not score but that's not the case here.

These are BASIC rules of softball and that umpire needs to read the book and go to classes.
