Thanks for the response. I am a new volleyball referee and sometimes I get confused by the sublteties of some rules.
I was referring in this case to Rule 14 section 6 article 4, which basically says that it is a fault to reach over the net and interfere with the opponents play. Sounds like if they set to their attacker and you rech over the net to hit it, it is a fault. Maybe not though ?! Please clarify. Thanks

Is it a fault to reach over onto the opponents side of the net after their 2nd hit to attempt to play a ball even if you don't make contact with the ball, but just kind of get in the way of their playing the ball ? Game played under NCAA rules.

 Your opponents second hit, (the set, typically), is fair game to either side.  Blockers, be it middle or outside, are trained to reach over the net in order to limit the attackers ability to hit the ball.  Whether you hit the ball or not, it is not a penalty in doing so.  Often referred to as a "joust", first contact of the ball is not the issue, rather where the ball lands and on which side is the issue.  Bottom line?  There's no such thing as, "but just kind of get in the way of their playing the ball".  So long as you don't touch the other player or the net, you are within your rights.

 My apology.  I believe I misunderstood your initial question.  You're absolutely right, as the setter is attempting to set the ball,(second hit), The blockers can not disrupt that action by reaching over the net.  However, often times the passer passes too strong, and the setter has to make an effort to set the ball from the nuetral zone, or even from the opposing side of the net.  In this instance, it is perfectly legal to play this ball form the other side. My initial response was in regards to after the set, and as the attacker is preparing his hit, ( the 3rd hit).  I hope that this clarifies this for you.
