Golf Rules: Player's Refusal to Identify Ball Markings - OB Situation

On the teeing ground, player hits a ball towards a set of trees near OB. Believing the ball may be OB, he hits a provisional. Fellow competitor enquires about any markings on the balls to help identify them as they approach the area. Player answers "I know what markings I have on my balls." (Player then found his "Original Ball" and picked up his "Provisional".
Is this the same as refusing to identify balls (27-13) so the original ball and provisional ball can be accurately identified? It's my understanding that if the player doesn't reveal the info to their FC, no matter what ball is found, it's played as the provisional (27/11 "Situation 4").

The player has to inform you as a fellow competitor what markings are on the ball. If he refuses, he would be reported to the committee and the committee has all the rights to disqualify this golfer.
Yes 27-13 is the reference.
