Golf Rules: Bunker Etiquette & Penalty for Delay

A question in regards to a ruling in regards to storke play player 1 hit his ball into a bunker, Player 2 also hit his ball in the same bunker, Player 2 walks into the bunker and advise player 1 that he is to play 1st, While player 1 plays his shot player 2 is still in the bunker, Is this a 2 shot penalty?

Hi Michael:

No penalty.  The only question that might come into play is an "Etiquette situation" or if the other player obviously tries to "test" the sand.  But as far as him just standing off to the side in another part of the bunker while you play your shot, no penalty.
