Why am I shanking the chip shot? Chipping was the best part of my game , now I'm constantly shanking? has my brain affected this  shot.

You are using way too much hand action, causing the clubhead to move outside the ball and hit the hosel or neck of the club.  I would suggest to simulate your putting stroke when chipping.  How much hand and wrist action do you use when you putt?  I hope hardly any at all.  The reason you do that when putting is it would be really hard to control the putterface if you were flipping your hands all around trying to just "hit" the ball.  So if you do that when chipping (and I bet you are), sometimes it gets tough to control the clubhead.  So, take your hand action out of it, and make a putting stroke when chipping.  No hand action, pretty much straight back and straight through, play the ball back in the stance and keep the handle forward through the strike.  If your hands are not trying to flip the clubhead at the ball, you should be able to move the club into the back of the ball better, thus eliminating the shank.
