Who Gets the Win in a 7-Inning Game? Baseball Win Qualification Explained

Question
QUESTION: 1st pitcher pitches 4 1/3 innings.  When he comes out his team is winning 4-1.  Game ends in 7 innings instead of 9 because of the slaughter rule.  Who gets the win?

ANSWER: In a 7 inning game, the starting pitcher only needs to pitch 4 innings to qualify for the win.  So the first guy gets it.  I hope this answers your question.

QUESTION: Thank you.  However, they are suppose to be 9 inning games but since we were ahead by 10 we won with the slaughter rule in 7 innings.  They gave the win to the second pitcher, so I am not sure why?

Thanks

Answer
I got my answer out of a high school rule book.  However, they only play 7 scheduled innings.  The only thing I can think of is that the league you're referring to has a 5 inning limit to qualify for a victory, period, because of the 9 innings of a set game.
