Little League Rules: Runner Missing Home Plate - Can an Umpire Call Him Out Without Protest?

the runner inadvertently misses home plate and continues to the dugout, the plate ump calls him out without the other team protesting his not touching the plate.can the ump make this call without the opposing team protesting,based on little league rules?

Yes. As much as I hate to say this, umpires at various levels are instructed to call a runner out without the defensive team appealing.
I do not like this, but even in high school, this is how it is.
I would imagine different organizations handle this differently, but this is happening at some levels of organized ball.
