Dropped Third Strike

Question
When the are less than two outs and first base is occupied, batters runs to first base.  First base runner heads to second base.  Catcher throws to second because batter is already out, but short stop only steps on base and does not tage the runner from first.  Should the runner be safe since it was not a force out and the short stop didn't tag him?

If the fielder only tagged the base than the runner is safe.  Since the runner running to first is already out than the runner going to second it attempting a stolen base and is not a force play.  This runner needs to be tagged out.
