Simple question:

If a player is picked off for the 3rd out of an inning, before the current batter has a complete at bat, does he lead off the next inning.

E.G.:

2 outs. Player A is on first. Player B is at bat. Player A is picked off. What happens to Player B's at bat?

You are correct.  Anytime the third out is made with a player at bat, that player leads off the inning.  Also, no matter what the count on the hitter is, he starts the next inning with a fresh at bat (0 balls and 0 strikes).
