While rounding first, second,or third bases, which foot would be more effective to step on the base?

Your right foot would be more effective, as being the outside foot, it would shorten the path around the bases by a couple of steps. However, even more important than which foot is that you hit the base in stride. Ideally you want to round bases with your right foot, but if you have to slow down to do it, then the point is defeated. I hope this answers your question.
