Umpire Interference?

QUESTION: I was involved in a 15-16 age Little League game where I had a runner on second and third and one out. The batter hit a line drive that struck the base umpire. The ball remained in the infield and no play was made on the ball. The runner from third scored, the batter reached first. No call was made from the umpires and the play stood. Was that the correct call?

The ball becomes dead and runners advance one base, or return to their bases, without liability to be put out, when --
f) A fair ball touches a runner or an umpire on fair territory before it touches an infielder including the pitcher, or touches an umpire before it has passed an infielder other than the pitcher;
Rule 5.09(f) Comment: If a fair ball touches an umpire working in the infield after it has bounded past, or over, the pitcher, it is a dead ball. If a batted ball is deflected by a fielder in fair territory and hits a runner or an umpire while still in flight and then is caught by an infielder it shall not be a catch, but the ball shall remain in play.

Assuming that the umpire was in the proper position for this situation (behind the pitcher slightly towards 3rd) then the play was called incorrectly but the result would have been the same as if the umpires had made the right call. The ball should have been dead but the result ended up the same so it wasn't a costly error on the umpires part.

QUESTION: Thank you. The no-call from the umpire was the problem. There was chaos on both sides and no one really knew the rule.

One question, when you say dead ball, is this an out? What confuses me if the ball hits the runner this is an out. Is this not the same for an umpire according to the rule?

Answer
The batter would be given first base on the dead ball and no out would be called. The runners would then be given one base "without liability to be put out".

A ball hitting a runner is not always an out. If a ball passes a fielder and then hits a runner without another fielder being able to make a play on the ball then there is no dead ball and the runner is not out. It seems to me like a 15-16 year old game would have better quality umpires than that.
