Basketball Rules: Can a Shooter Cross the Foul Line After a Free Throw?

Question
I was told that that the shooter can not cross the foul line after making the shot at the foul line.  I am trying to coach a rec league with the sixth grade girls.

a. Free Throws ?5th-6th will use the regulation lane-marking for free throws and not be allowed to cross the line at any time.
