Basketball Out of Bounds Dribbling: Legal or Violation?

Player is dribbling ball up court. He steps out of bounds (voluntarily or forced). He then re-establishes both feet in bounds. Can he continue dribbling the ball?

Anytime a Player has possession of the ball he/she may NOT step out of bounds at any time. If a player does not have possession of the ball, they can step out of bounds and then back in, but if it's done continuously as a means of gaining an advantage, a violation can be called.
