Question
Does the tinting rule also apply to glasses.  If so, is it only a full tint or is a lens that changes outside ok. My son is in Pop Warner.  Thanks.

Under the NCAA rules tinting does Not apply to Glasses or contact lens only the eye shield visors that attach to face masks.   This is expressly discussed in the NCAA pre season bulletins and rationales.  The Federation Rules follow suit but did not issue a pre season bulletin.  However the rule only applies to visors not glasses.

I'm sorry my answer was not totally helpful. The score you gave me for clarity/helpfulness was only an "8".  What else can I add to assist you in finding the answer to whether the tinting rule applies to glasses?

Your son is playing pop warner football.  They usually play under the Federation rules.  There are some areas where the NCAA rules are used of pre-high school football.  Under both sets of rule tinted visors are not permitted.  The NCAA rule allows for glasses or contacts (clear or tinted) and  Federation rules do not prohibit glasses and have been silent as to tinted glasses.  Understanding the rationale for the rule lead one to allow tinted glasses or contacts as these can be removed from a player without moving the neck and thus allowing medical personnel to check an injured player's pupils without removing the helmet or the player.  

There is nothing more to add to you the answer to your question.  Eye Glasses are permitted.
