in babe ruth softball league u12 when a batter has a base on balls, and over runs first base, can she be tagged out during the over run. does the answer differ if she rounds first like she's going toward 2nd

I can't speak for Babe Ruth league. I have no idea of their rules. With that said, I can't imagine a set of rules where a runner could be tagged out in the instances you cite.

The only way the batter/runner could be tagged out after over-running 1st is if they made an attempt to go to second. Simply turning left to return to first does not count. They must make some sort of attempt to head towards second.
