Georgia High School Softball: Courtesy Runners & Game Limits

Question
Does a courtesy runner for Ga high school softball team count as a game played toward the 16 their allowed for a season.  I'm  not talking about a pinch runner.

"The courtesy runner rule has been adopted. NOTE: Participation as a courtesy runner does not constitute entry into the game, and does not count as a game played."
