Fast pitch circle

Question
When the pitcher enters the circle with the ball.. And the runner is off the bag, no matter the amount just standing the not moving.. At what point can you call the runner out

Hi Daniel,

the rule states that if stationary off base when the pitcher has control of the ball in the circle the runner must immediately advance to the next base or return to the previous base.

Many umpires use 1001,1002 but that's not a rule.
