When is a runner out after leaving a base and stops and stands with no attempted play on them after a pitch. Thanks Frank

Hi Frank,

When the pitcher has control of the ball in the circle and the runner is stationary off base, the runner must immediately (some umpires use 1001-1002 but that' not in the rule) advance to the next base or retreat to the previous base.
