Base Running Ruling: Interference & Awarding Third Base - Rule Explanation

Question
in a high school game yesterday  runner on first was stealing second, batter popped ball up to SS, runner may or may not have touched second before ball was caught, but while returning to first the SS threw the ball away into stands. the runner went back, touched first, the umpire ruled that since she had second, he awarded her 3rd.  your ruling and rule number if you have it please. If it was the right call, it makes me want to scratch my head     thank you

Answer
Paul,

I think your umpire made the correct award but for the wrong reason.  In both NFHS (high school) and ASA the award for a ball thrown into dead ball territory is two base from the position of the runner at the time the throw is released.

I am reading that the position of the runner at the time of the throw was between 1st and 2nd base.  If this is true, then an award of third is the correct call.

Tom
