1. runner runs out of the baseline to avoid being tagged. safe or out? if the fielder is in the baseline with the ball is this interference on the fielder?
2. fielder blocks the base (other than home) and tags the runner out.  safe or out? can a fielder other than the catcher block a base?

Hi art,

A runner has 3' on either side of the "basepath" to move when a tag is being attempted.  The "basepath" is a direct line between the base and the runner's position.  If they move more than 3' outside of it, we have the runner out.

If the fielder has possession of the ball they can move anywhere they want in order to block the base and/or tag the runner.

A fielder,any fielder must have possession of the ball to block a base.  If they do not it is obstruction.
