QUESTION: Girls fast pitch 12u.Runner on third.A batter has just received ball 4.She walks to first base but the coach starts yelling to run to second base before she reaches first base.The pitcher is in the circle with possesion of the ball.Is the base runner allowed to run to second? base?

What you are really looking for is when is this a violation of the Look Back Rule (LBR).

In loose terms the LBR says that once the ball is in control of the pitcher in the circle, the runner must commit to a base.

When a walk occurs, the batter may round first, stop and pick up the ball.  The batter must then immediately commit to a base.  Either first or second is just fine.  If they hesitate a bit, they are out.  The length of time defined by "immediately" gets shorter as the level of play increases!  Obviously if they don't stop they can go straight to second as well.
