Question
This appears t be a two part rule. Please explain it and give examples.

Answer
This really isn't a two part rule.  It seems that way as it talks about the ball leaving the field of play after hitting a player or umpire.  Of course if the player it hits is a runner prior to the inital play on the ball, it is a dead ball, runner out.  All others dead ball with a 2 base award.  I am not sure why ASA says out of play in foul territory as out of play is out of play.  

As an example.  If the ball hits a runner prior to the intial play on the ball the ball is dead and the runner is out.  If the initial play has already occured and another infielder doesn't have a play and the ball hits the runner and goes out of play, two base award.

If the ball hits the umpire or any defensive player and goes out of play, dead ball with a two base award.

In this case the two base award is from the time of the pitch.
