10-Under Baseball Rule: Can a Runner Advance on a Misplayed Pitch?


Question
We are playing in 10-Under.  No stealing home is allowed.  If a runner has safely advance to third base and the ball is thrown into the pitchers circle, the runner must hold at third.  If the ball enters the pitching circle and is misplayed and exits the circle can the runner advance to home?

This sounds like a local rule to me.  In most cases when you see this rule, a misplayed return to the pitcher (a common occurance) doesn't free the runner to steal home.  If your local rules say no stealing of home and there are not any exceptions, then no stealing home regardless of what happens with the ball!

Again, without a copy of the local rules, I can't help much.
