ASA Softball Rules: Batter Hit by Pitch & Dropped Third Strike (14U/12U)

Dr. Ambrose, I have two questions.
1. Per ASA Girls 14U rules, how many times can a pitcher hit the batters per inning before being removed from pitching. We say 3 times!
2. 2 outs, runner at first, catcher drops the third strike, can the batter advance to first?
we say she doesn't because first base was occupied. The umpire said that batter can advance to first even though it was occupied and with two outs. What is the correct answer concerning ASA Rules 14U and 12U Girls softball

Hi Richard,
Under ASA rules they can hit as many batter's as their coach lets them (putting someone else in to pitch is what I mean)
with 2 outs any dropped 3rd strike may be run on. 1st base occupied only applies with less than 2 outs.
