Situation: Runner on 3rd base. Catcher goes to mound to talk to pitcher and does not ask for time out. Can the runner score from third base in high school play? In ASA?

Answer
Assuming the the catcher has the ball and there is no time out, absolutley.

If the pitcher has control of the ball in the circle and the runners have stopped on base, then no, the runner can not advance.  This would be a violation of the look back rule.

If the pitcher does something to cause the look back rule to not be in effect, then yes the runner could advance.

This would be the case in both high school and ASA.
