Batter Hit by Pitch: ASA Rule Clarification & Dead Ball Definition

I coach a little 13 and Under team and we play by ASA rules.  The batter was hit by a pitch that had hit the ground first.  In both high school and college that was considered a dead ball and was neither a ball or strike.  I approached the umpire and he said "That was only the case in slow pitch."  I disagree.  Do you know what rule # that is so I can show him?

Hi Pam,

In sp a ball that hits the ground in front of the plate is a dead ball and a ball on the batter.

In fp a ball that hits the ground continues to live (unless blocked) and if it strikes a batter who attempts to get out of the way, the ball is now dead and the batter is awarded 1st base.

8-1-f the batter becomes a b-r when a pitched ball not swung at, nor called a strike touches any part of the batter's person or clothing.  Effect the ball is dead and the batter is entitled to 1 base w/out liability to be put out.

7-5-a tells us a pitched ball that hits the ground before reaching home plate continues to be live.
