Quick pitch rules

I play in a ASA softball synagogue league. While the league is technically slow pitch, everyone in the league is pitching modified and the umpires judge the strike zone based on modified rules.

Last night we faced a pitcher who was clearly quick-pitching. I stepped out of the batters box after the first pitch and the very second that I stepped back into the batters box, the pitcher threw and the ump called strike two (very frustrating). He said that I didn't have my hand up.

What are the rules and the umpire's responsibility to prevent quick-pitching? Thanks.

"A quick pitch is a pitch with the obvious attempt to catch the batter off balance.  This would be before the batter takes a desired position in the batter's box or while the batter is still off balance as a result of the previous pitch."

I can only tell you what I do... when a batter steps out of the box my right hand palm facing the pitcher goes up.  When the batter steps in and is set I give a quick point to the pitcher letting them know we're ready to go, pitch the ball.  Some batter's use a raised arm or hand but that really isn't necessary.  I can see when their are set.

Occasionally we'll get a pitcher pitch when my hand is still up.  We have "no pitch" and I'll remind them to "wait for me".  They'll slow down and wait.  Don't have to tell them very often.

You ask me what's the umpire's responsibility...IMHO it's to fairly control the game.  Not to give either team or players an advantage.  If you get an umpire that wants your hand up (but it's not a rule) I guess put the arm up and say "Please let me get set, blue." or step into the box and say the same thing.  We'll wait a responsible time.  Please don't say "I'll tell you when I'm ready, blue"  The attitude is a little different and like your mother told you you'll get more flies with.... .
