Obstruction in Baseball: Can a Shortstop Fake a Throw at Second Base?

runner on first is stealing and batter hits single to outfield, runner stealing does not locate ball. Can shortstop cover second base and fake as if throw is coming down from the catcher?

In ASA play in the umpire's opinion if this impeded the runner we would have obstruction.
Obstruction is the act of a defensive player not in possession of the the ball or not in the act of fielding a batted ball that impedes the progress of a runner legally running the bases.
If this action caused the runner to slide and they injured themselves I would eject the defensive player.
