What is the rule about subbing for the base runner that is initial put on second base?

You can use a legal sub for the runner at 2nd, not a problem.

You can buy a rule book from the ASA website but you really don't need one for just this rule.
5-11 starting in the top of the 8th inning and each 1/2 inning thereafter the offensive team shall begin it's turn at bat with the player who is scheduled to bat last in that respective inning being placed on 2nd base. A substitute may be inserted for the runner.
If you're playing shorthanded no out is called if the last batter is missing, instead the player who precedes the missing batter is placed on 2nd.
That's about it re: the tie-breaker.
