What is the ruling about a base runner playing "cat and mouse" with the pitcher?

Fastpitch softball has a rule called the Look Back Rule.  Basically, if the pitcher has control of the ball while the pitcher is in the circle, and the pitcher is doing nothing to indicate that she is about to attempt a play on the runner, if the runner stops between bases, the runner must immediately choose a base, go to that base and if the runner stops or reverses directions again they are out as long as the pitcher never attempts a play.  A fake throw is considered a play.
