Question
With runner on 1st base batter hits a ground ball to right field, right fielder throws to 2nd base to try for a force out base umpire calls him safe is this a appealable call

Answer
No there is no appeal available for this call.  An appeal is a specific action by the defense when an offensive player failed to do something correctly such as tag up or missing a base.  You can always ask for time and ask the base umpire to confer with the home umpire to see if the home umpire had a view that could cause the base umpire to change the call.  The base umpire is not required to honor this request and commonly won't if they are positive of their call.
